What is the difference between open and import under the hood, is "open" means we don't need to translate the AutoCAD dwg file?

Well, unfortunately there is not a clearcut answer... rather it depends on the filetype being accessed. For .dwg they both do the same thing, and have the same available options. The only difference, at least when dealing with .dwg model data, would be ability to set the Inventor environment to something other than "default" when using import.
